"Grade is not part of the grade ladder" message doesn't appear in local and global transfer actions

Summary:

Hi,

When perform Global and Local Transfer for employees we can move them below positions with different grade ladder and grade. So when the grade ladder is updated based on the position we need also to update the grades associated with the selected grade ladder because the previous grade cannot be part of the new grade ladder.

While in Promotion action we receive a warning message in case of a wrong association, in Global and Local Transfer we can submit the action having the grade from the previous position and the warning message doesn't appear.

Any ideas?
