Work order is not visible in supply planning (Constrained plan)

Summary:

I have 2 work orders for the same item but 1 WO is not showing up in planning. I tried to compare both WO but couldn't find any difference. Since 1 WO is showing up in supply planning, we cannot suspect item specifications as well, please advise.

It's a constrained plan, standard work order.
