Reopening Reconcilations

Summary:

We have users who belong to both the Preparer and Reviewer teams in EPM ARCS. Recently, we updated the system settings to allow reconciliations to be reopened when they are closed, with the option set to "Allowed for all reviewers."

However, we have observed that users are only able to reopen reconciliations they themselves previously approved. They cannot reopen reconciliations that were approved by other reviewers, even though they are part of the reviewer team.

Is this expected behaviour in ARCS, or could this be a system limitation or potential bug?
