HCM extract attribute value missing in Cloned environment

We have an HCM Extract which is not generating any value in one of the attributes which is used in the RTF to control how the data is sent to external system. The extract sends Assignment details along with Person details and the Assignment details record has the below attribute which is not getting any value on DEV3 for the older records.
Asg_ID_Display
All the newly created records are exported correctly but the cloned and masked records when exported does not have the value for Asg_ID_Display.

The Same extract works as expected in PROD. Only issue we are facing is in DEV environment.
