Prevent update on discrete manufacturing Work Order after it is released/operation is initiated

We would publish the Work Orders which are in released status in Fusion Discrete Manufacturing to specific MES system. MES system will notify start of discrete manufacturing process in plant. The requirement is to

1. No user should be able to make changes to such Work Orders.
2. In exceptional cases, User with elevated privilege should be able to edit Work Orders.

Apparently there isn't a standard process to achieve this. Any guidance/pointer will be highly appreciated.
