Define Quality issue and action workflow on the fly during inspection

Summary:
The workflow is used in Quality issue and Quality action, we use it on UI . The same is predefined under 'Manage Workflow Templates for Product Lifecycle Management' in Setup and Maintenance»Product Management»Offerings: Quality Issue and Action Management.
Business requirement is to manually create the Workflow on the fly when they are raising a quality issue and quality action, as while probing they would analyze and find what would be the next step. Once they go to next step and then they may need few more steps to be added as per findings.
