Notify resources from other ORGs based on their on-hand inventory

Scenario: During an in-line quality inspection of work-in-progress (WIP) materials, I identified a quality issue and rejected the item. According to our Quality inspection plan and Action rules, is it possible for the system to automatically check the on-hand inventory across other inventory organizations, notify relevant personnel about the issue, and request whether they can supply the required material?

I've tried it from the standard way to just send notifications and adding the message from the Quality Actions. Is there any other way around to achieve incorporate the logic for the system to automatically check the on-hand inventory across other inventory organizations, notify relevant personnel about the issue?
