How are these IDs Used and Who can Manage them?

Summary:

We tried to open a SR for this but we're being told we can't ask these types of questions in a SR.

We are being asked to explain how these IDs are used, who can access the IDs, and how has access to manage them. Is anyone familiar with these IDs?

How do we find out this type of information?

Would you happen to know if the two IDs are related to the new AI features that were released with 25C? We noticed these two were created on the system when we received 25C in production.
