Rate Maintenance download rates

in Transportation Management

I created rate load definition with rate record structure and it contain single rate cost

when I try to download it with rates, it is disabled and it count rate record = '0' althought that the query returns 2 rate records

what could possible the problem

In addition, need tip for uploading rate record and rate cost for approval
