Is it possible to restrict Create Project Transfer but still have ability to Request Transfer Order

We need to prevent users from creating Project Transfers from Inventory but still have the ability to Request Transfer Order.

I tried the steps below:

1. Made a copy of seeded role ORA_INV_INVENTORY_TRANSACTION_MANAGEMENT_DUTY
2. Removed "Create Project Transfer" Privilege from step #1
3. Saved the new role as CUSTOM_INVENTORY_TRANSACTION_MANAGEMENT_DUTY
4. Removed the seeded role ORA_INV_INVENTORY_TRANSACTION_MANAGEMENT_DUTY from custom role CUSTOM_INV_WAREHOUSE_MANAGER_JOB
5. Added the new role from step# 3 to custom role CUSTOM_INV_WAREHOUSE_MANAGER_JOB

The problem with the above steps:

1. It removed the Create Interorganization Transfer from Inventory Tasks
