restriction on shipment total item package count

Hi Team,

we have a requirement in OTM to keep a restriction on SHIPMENT TOTAL ITEM PACKAGE COUNT TO 33, so that OTM plans shipments whose maximum total packaged item count is 33.

We have added a condition to rates with SHIPMENT TOTAL ITEM PACKAGE COUNT >= 33.

We have 2 identical orders, first order has item package count as 20 and second order has item package count as 15. When we tried to plan the orders together, as combined package is 35 (which is greater than 33) , OTM is failing to plan shipment instead of planning 2 shipments. Please let me know, if I can achieve this functionality by adding making any other configuration change?
