HSDL not creating Questionnaire with Questionnaire Template Data (Sections, Questions, and Answers)

Hi Experts,

 I am observing a difference in behavior between manual creation of Questionnaires from the UI and loading via HSDL:

 When creating a Questionnaire manually from the UI using the Questionnaire Template ID, the Questionnaire is created successfully along with all the Questionnaire Template associated data from the template (sections, questions, and answers).

 However, when creating a Questionnaire through the Spreadsheets Data Loader (HSDL) using the Questionnaire Template Code, the system only creates the Questionnaire but does not bring in the associated Questionnaire Template data (sections, questions, and answers).

 🔹 Question:

Is this the expected behavior of HSDL? Or is there a specific configuration/approach to ensure that Questionnaires created via HSDL also include all the Questionnaire Template data (sections, questions, and answers), similar to the UI process?
