I am attempting to setup OCI email notifications from ATP scheduled jobs and am having an issue with sending a email with DBMS_CLOUD_NOTIFICATION.SEND_MESSAGE procedure using the 'oci' provider. Below are the steps I followed:

  1. In OCI console I've setup a new notification Topic (under Developer Services) within my 'test' compartment. I then added a Email subscription to the Topic and confirmed it from the generated email sent.

2. I then created a new Dynamic Group in the root compartment and OracleIdentityCloudService Domain. This Dynamic group is setup with a matching rule as follows:
