Has anybody done data migration for change orders?

Summary:

Client has a large number of change orders in EBS. As they are implementing Fusion, they would like to have their change orders migrated separately to be included in a new budget version. Has anybody performed data migration of change orders? And included those change orders to create a new current working budget version? And how easy is it to approve those new budget versions?

Or is the recommendation to include the change order amounts in the data migration of project budgets, and not migrate change orders separately?
