Require attachment for company detail for internal supplier registration

Our user is asking how to make the attachment field in internal supplier registration as mandatory? We noticed that the same attachement field in external supplier registration which is madatory out of box. Wondering how to make internal supplier registration madatory too? Configure supplier registration and profile change request setup does not apply too.
