BI/OTBI Report to identify list of all users who have access to a specific employee

Summary:

We have a requirement to fetch all users who have access to view/modify employment data for a given user. We explored options and we can see such information is not stored anywhere in BI Tables.

So we wanted to know if anyone knows if this is feasible or are there options other than BIP to accomplish this requirement. Thank you!
