How can we use Organization Locations other than default location for Segmentation?

Requirement in a Hospitality business to perform segmentation in replenishment planning based on Departments within organization. Business is using consumption history to generate forecast and they want to see consumption of SKU's within the internal department.

For Example They have multiple resorts across the locations and each resort is configured as an Organization and they have different departments within organization i.e. Kitchen, Store, Bar etc. Since Segmentation allows only organization as the lowest level. (Sub inventory cant be utilized in this case).

Any suggestion how this can be setup in Replenishment Planning
