Integration project loosing owner everyone when some deploy the project

Summary:
OIC Gen3 - projects → given permission to everyone, but every time the owner logged in and deploy the project, they lose everyone role, and remain only current owner, difficult for other owner to deploy since the owner has to add again and again.
