PDH NIR (New Item Requests) workflow notification sent to all users

Summary:

In our current PDH process, whenever users creates an Item , the NIR workflow sent the notifications to all users who is having custom PDH role which we have created. We need to restrict this for specific users only as it is sending for all workflow steps like definition,Approval,FYI etc to all users which makes end users mailbox as a unnecessary unwanted emails notifications.

Can Anybody gives feedback on this case and help us out.
