Cannot delete cw user as it is used in the system

Summary:

We are trying to remove a user in the WMS that has retired. We have removed other users without any issues but with this user we get a message "

Cannot delete cw user as it is used in the system". Does anyone know what a cw user is and how we go about removing this user?
