Why is shipment cost recalculating after unassigning an Order Release despite Cost Fixed flag?

In OTM, we planned 2 Order Releases into a single Shipment and then enabled the Cost Fixed (on Shipment) flag to prevent shipment cost recalculation.

Later, when we unassigned 1 of the 2 Order Releases, we observed that the Shipment Cost was recalculated despite the Cost Fixed flag being set.

Could you please advise how we can restrict cost recalculation on the Shipment in such cases?

Reference from Oracle Help:

  1. Oracle Help: Select the Cost Fixed check box to indicate that the cost for this entire shipment is fixed. Marking the cost as fixed prevents the recalculation of costs.
