The authority of sales agent role when it use as API call

I want to know about the authority of API permissions for the Sales Agent User for CPQ API Call.
When calling the API using “Actions” in the Commerce screen to create or modify a transaction:
→ Creating or modifying transactions is possible within the same process.
→ Creating or modifying transactions in a different process is not possible.
Is this the correct behavior?
