Communication between supplier users and Buying org users

Summary:

We have a requirement: is there a way for a supplier user from Supplier portal to interact with a buying organization user on an ad-hoc basis, not tied to any specific document?

Previously, we had Oracle Supplier Network for this purpose, but since it has been discontinued, is there any other tool or workaround available to meet this requirement?
