V3 resigning from all assignments - Approval Incorrect

Employee with 2 assignments resigned from both assignments, approval went to Non non-primary manager, then approved it, and it went into the system.

It looks like Oracle is using secondary assignment sometimes(its Random) when the resignation is submitted for the whole work relationship (multiple assignment resignation, why did it go to the non-primary?).
Just wondering if Oracle works in a Similar way?

Can V3 be configured so that each assignment manager can approve their own assignment? If not, then approval needs to go to Primary Assignment, then HRPC

when an employee selects the resign screen - they pick an assignment then they can select either resign from that assignment or resign all assignments -
