We want Learning Admins only to see and manage learning items (content, courses, offerings, learners) for their department. How can we achieve this ?

I see some posts to use AORs but that would only control access to persons right ? As when we created a 'Learning Specialist View All' data role based on the seeded job role there were no options for ie Learn Security Profile but there was for Person Security Profile. So how would AORs control access to learning items, or is there another way to achieve this ?
