ARCS-Standard Reports

Summary: In ARCS Standard reports (RC), if User is NOT provided access then too he sees the reports and able to generate it but in output he sees the details for which he is preparer/reviewer. My question is this normal behavior or its a bug as we did not provide User access to standard report.

Also removing Power User access from the standard report still allows Power User to generate the report ? is it because he has been assigned Power User Security ?
