Internal help desk for maintenance

Dears,

the Internal request icon here is not showed to the users who has "Next Gen Human Resources Help Desk User" eventhough the offering for the internal ssrvice request enabled. Only the admin user can see and create it while the normal users not .

As well as the Help Desk Request task are not showing any request as the agent can do the action the request and keeping giving "The offering isn't enabled"

I have set up the Internal request and connected it with the maintenance module in case to create a request for maintenance as well as create work orders based on the below demo from the oracle team.
