Unable to view the newly created orphan departments with custom data roles

Description: Since go-live, any new department created in Fusion has been disappearing from our view. It shows in the reports and DB views but not in Fusion frontend. As a result, we have been unable to use these departments for key activities such as position creation or employment assignment.

Root Cause: KU HR does not have access to the Org Tree and is unable to assign a parent department. Due to Org Profile security, unless a new department is explicitly added to the Org Tree, it remains hidden from KU HR.
