Service Account to Update Learning Completions from 3rd party using learnerlearningrecord API

Summary:

Using 3rd party learning providers (e.g Kaplan, Secure Code Warrior) for specific required compliance learning that is not managed inside Oracle Cloud Learning, but the results are required to show against the learning record of the worker - using API and Pentaho to receive the results back into Oracle

The role is assigned to a SERVICE ACCOUNT that is meant to carry this out without human intervention ie it doesnt go to a person to carry out the activities, it is meant to just run in the background. We have seen it work for VOLUNTARY learning assigned to a learner but our dilema relates to MANDATORY / REQUIRED learning.
