unable to restrict relationship tab to only related items, manage items product management

we need to restrict Relationship Tab access within manage items to as follows

Trading Partner Item - View only
Related Items - Manage access (user should create and manage)
Links - view only
GTIN - view only
Cross-References - view only
Spoke System Items - view only

Observations:

We have also observed that the "Manage Item Redwood Items" privilege alone providing access to edit attributes, create related items, and manage other items within the Relationships tab.

please provide an solution to restrict this access as mentioned above user need manage access to only related items not any other
