Can we edit the default "Blank Message" template?

Summary:

The business would like to add a disclaimer to the Blank Message template, so Users do not have to add manually and is hard coded. Are we able to edit this in ORC? And if so, where? When clicking on Send Message in Responsive, Users have to select Blank Message from the Use field, whereas, in Redwood, Blank Message is the default.

If we cannot edit Blank Message, are we able to change the default Template to one of our created templates?

NOTE: screen shots below show the template in question for both Responsive & Redwood that we are trying to solve for.
