change order is failing, Original requester on the requisition is inactive

in Purchasing

Original requester on the requisition left without re-assigning and the new requester do not see the option to raise change order from PR

Hence the Buyer is raising is raising the Change Order and we have approval rules configured(Job level hierarchy of requester) for this scenario when Buyer raises the CO.

However CO keeps failing without any specific error, can anyone help understand if system looks up the original requester hierarchy.
