vendor Performance not honoring Qty Per Load Sku condition

Under Vendor Performance in WMS - we have setup Count or percentage as U and QC Qty Per Load Sku as '2', but when we perform quality check for shipment from this particular Vendor - system is not picking 2 units instead picking full unit.
And we tried by giving multiple conditions and this vendor performance seems to not working
