According to the 25C readiness documentation (link), after the upgrade to version 25C, OTM will be transitioned from Oracle Analytics Server (OAS) to Oracle Analytics Cloud (OAC).

We would like to ask for clarification regarding how this transition will impact integration users.

From the documentation, it appears that all users who need to access OAC must be synchronized with IDCS and assigned to specific groups - which is clear for standard application users.
