HDSL to update Departments error: Requesting valid value for Location ID attribute

We have a Spreadsheet Loader to Update Departments, the loader includes a field for Location Code linked to a List of Values, but when a valid Location is selected from the list and the loader processed, an Error is thrown: "You need to enter a valid value for the LocationId attribute.
