Highlighting a new feature or module using OGL

Summary:

We will be starting deploying Redwood Self Service requisitions, and we would like to highlight the new tile on user's homepage.

We can activate a beamer, but we would like also to add a banner/sticker into this tile, so it gets immediate attention from end users.

Would it be possible to achieve this using OGL?
