Workforce Domestic and International Taxes

I have been asked to add our international team to our Workforce app. They have a number of different types of taxes. For one company, they have FICA, but not at the same rate as the US. Does it make sense to just create a new FICA account to calculate this for the international team or incorporate it into the current member formulas with an IF statement referencing the applicable entity?
