Automatic notification to be triggered upon changing Item class from X to Y.

Summary: I have a requirememt to get a change order created and approved Automatically when item class is changed from Prototype to 4 other item classes and this should trigger notification to the data steward. We created an item rule to trigger change order however the change order is not getting triggered. " Here is the snippet of the item rule expression.

Also,would need steps to get the change order auto-approved for this item class change .
