Is there a way to create manual multiple WHT lines for an item line in AP module?

Is there a way to create manual multiple WHT lines for multiple item lines on an AP invoice ?
May be via FBDI or API
1. I know we can leverage Withholding Tax group to create multiple WHT lines but is there a way via FBDI to create Manual WHT lines?
2.Is there an API to create or Update WHT lines?
