secondary charge shipment is not getting created automatically for a specific lane

I have a requirement that a secondary charge shipment should be created automatically as soon as the main shipment is created, specifically when it is routed via XDOCK.

Currently, OTM is automatically creating the secondary charge shipments when I use the North America–to–North America lane. However, it’s not working when I switch to the North America–to–XDOCK lane (this is the correct lane), which suggests there might be an issue with that lane configuration. Please advise.
