Meaning of 25D update - " Compensatory Time Support for Negative Transactions"?

Summary:

I wanted to understand the meaning of the 25D update - Compensatory Time Support for Negative Transactions

Does it mean that even if I enter -1 in the timecard the compensatory absence plan balance will be updated and the balance will be reduced by 1?

Also, note says "Compensatory plans now fully support negative earned transactions and negative balance adjustments" - Fusion already supports -ve adjustments both from old UI and Redwood UI. What is exactly the new thing being provided from 25D?

Also, note says "When negative transactions are interfaced from Time and Labor or loaded via HDL, they are mapped to positive earned transactions
