Non-SSO Login for OIC UI

Summary:

We have an audit requirement to track production activities with certain roles. Our tracking software requires a local login screen with username/password rather than SSO. However when we hit our production OIC URL it redirects to IDCS and forces SSO.

Should there be an option on the IDCS screen for a direct login? Or another URL that would allow it?
