Can I create different workflows one with notifications and one without

We have turned on the submission progression notifications for hiring managers.
I would like to know if we can use different workflows on different requisitions, meaning Workflow1 would send the submission progression notifications to the managers, Workflow2 would not.
Or is it not possible to differentiate like this? If not, is there another solution?
We operate in multiple countries and the business needs can differ based on location. The manager submission notifications might be needed in one country but not needed in another one. Hence I am looking for a solution for this.
