Create Item with a dummy code until item is approved

Summary:

There is requirement where Client does not want to create an item with unique Code (auto generated or manual) , until item is approved.

Expectation is to user should create an item with some dummy or development code, which is further analyzed (if same item exists) and approved by item owner.

Once the item is approved (NIR is approved) system to generate a unique code (based on any Auto sequencing logic).

Client has many sources of items of creation , has many departments within their Enterprise structure. The item creation and approval is critical as it can used across departments . there are high chances where duplicate items are created .
