Approval rule failing for specific absence type when Admin applied on behalf of employees

Summary:

Hi All,

I am trying to configure a rule for a specific Absence type, the issue is that either the rule fails/gets automatically completed instead of going to desire representative (AOR) when leave/record is applied by Admin.

Expected flow: Admin intiates absence transaction → Approval goes to AOR

On Absence type approval configuration is already enabled and referred Doc ID 2049256.1
