REST API / SOAP Service to create Production Exception on Work Order Operation level

Need REST API / SOAP Service to create Production Exception in Quality Module on Work Order (MFG) - Operation level.

We tried KB37699 with no luck. We are able to PE without being associated to any Work Order. But we want to associate WO Operation number to the PE. Tried with "AffectedObjects" payload as well, but it did not worked out.
