How to release the work order for partial qty, if the components are not available fully?

Summary:

We have a requirement of releasing the WO for partial quantity. Can we do this in oracle fusion?

I also have few follow up questions:

  1. Can we release the WO if the components are not available?
  2. If I have all the components available, can we release partial quantity?
