Loading Learn completions via HDL

I have been trying to load course completions via HSDL and HDL for a bit now and am not having success. We have yearly compliance training coming up and there is a group of about 500-600 that will be assigned the training, but will complete it offline (they'll review the content with their manager). For those, we'll need to mark the courses complete so they still get credit. I've tried using the Learning Record and Learning Record Activity Attempt V3 (we do have activity sequencing turned on) and I still am not finding success.
