Learning Catalog Administration Profile Doesn't work

Summary:

I have created two Learning catalog profiles as contributors and assigned them to a person (different people for each catalog profile).

From the Learning specialist role, I have created a copy and removed 'Learning Catalog All Items Management Duty so they can only view the catalog they are part of and the entire catalog- and kept Learning Catalog Management Duty.

I have created 2 courses (self paced) and assigned a profile to each.

However when I tested my users, they were both able to view the learning courses which they are not part of the catalog profile assigned to this course.
