Exempt lease not generating upfront tax

in Lease Accounting

Summary:

Hi there,

We have a payment template that is configured to apply upfront tax to the lease payments:

When this payment template is used to generate payments on a Finance lease, the tax is applied correctly:

However when the same payment template is used to generate payments on an Exempt lease, tax is not applied:

I am unsure why tax would not be applied to an exempt lease in the same way that it would be applied to a Finance lease?

Is this expected behaviour?
